PAXUM账户，请问这句英语是什么意思？

提交的资料已经通过验证，现在要申请他们的MasterCard 卡，他跟我说了一堆东西。谷歌翻译不太理想。


意思是不是等我收到其它人的付款后才能申请PAXUM卡？？
